Used on the rear of a lot of boats and on the sides of quite a few Quintrex models, it has a white polypropylene outer ring with a rubber flap that opens to let water out then seals to prevent water getting back in. It's supplied with the 4 stainless mounting screws. The outer diameter of the white ring is 70mm and the drain hole size is approx 40mm.
